Love the idea. When I was brainstorming, I also found the phrase "in the loop" to be a fun design focus but I couldn't arrive at any gameplay that really fit it, but this is a great take on the idea. I will say that the tutorial can be broken by giving the letter to a pigeon without clicking the address button, and it feels a bit weird that the score only increases when the pigeon returns. But still, great execution, and I could envision this being expanded into something similar to Papers Please pretty smoothly.
